Sometimes I can double-click a single picture in a folder of pictures and can use right-left with no issues. Many other times this doesnt work and I end up with a separate instance of the Photo viewer app for each picture I double click. The expected behavior is that when I open a picture in a folder of pictures, I should be able to right-left select pictures from that point.

The trouble is that your problem has no clear solution search for "arrow" and "arrows" and you'll see what I mean. You may want to read the dozens of posts to try everything that's been suggested but otherwise we need to experiment with things since I can't reproduce your problem.
